Neeraj Tickoo is a 22-year technology leader currently serving as General Manager — IT for Jammu Smart City, where he leads a ₹1 Billion urban transformation portfolio for the Government of Jammu & Kashmir. The portfolio spans the city's Integrated Command & Control Centre, intelligent traffic management, AI-powered waste identification, GIS-based property mapping, and a city-wide QR digital door-number scheme — a working model for what e-governance can look like in a tier-2 Indian city.

Before returning to public service, Neeraj built and ran enterprise technology across four continents. At Wells Fargo (2022–2026) he was an Executive Director in compliance and a Product VP, helping shape the bank's industrial use of Agentic AI. At M.H. Alshaya (2017–2022) he headed e-commerce, omnichannel and digital for fourteen retail brands across the region, building a 100+ engineer Global Capability Centre in Bangalore from a single hire. Earlier roles at Tesco (2009–2017) included leading the UK/ROI retail core migration off the mainframe to Oracle Retail on Exadata — at the time, one of the largest retail tech transformations in Europe — and the org's transition from Waterfall to Agile delivery. He began his career at CSC and Wipro, working deeply with Oracle Retail and large-retailer conference-room pilots.

An alumnus of NIT Surathkal, Neeraj coaches mid-career and senior technology leaders, advises institutions on transformation and AI adoption, and teaches guest modules at engineering schools, business schools, and public-policy programmes. His writing on leadership, smart cities, and the philosophy of ethical AI — including a long-form essay on David Hume — is published on LinkedIn and republished on his personal site.
